This Tech Guide, prepared by SEARCH, is intended to
provide law enforcement and justice agencies with background information and a structured process for measuring and managing performance. It's not just about measuring the impact of a particular program. It addresses a) establishing precise, measurable priorities and objectives; b) measuring progress in addressing priorities, achieving objectives, and realizing value in real terms; c) providing incentives, establishing accountability, and ensuring that programs and operations are strategically focused and tactically implemented and monitored to achieve the results intended; and d) incorporating ongoing performance measurement into the fundamental structure and management of operations of law enforcement and justice agencies. This Tech Guide is funded by the U.S. Department of Justice Office of Community Oriented Policing Services (COPS Office).
